अतीक अहमद ने 2004 के लोकसभा चुनाव में समाजवादी पार्टी के टिकट पर यूपी की फूलपुर सीट से चुनाव जीता. उस समय अतीक इलाहाबाद पश्चिम सीट से विधायक भी था, ऐसे में उसे विधायकी छोड़नी पड़ी. उपचुनाव में सपा ने अतीक के छोटे भाई अशरफ को उम्मीदवार बनाया, लेकिन वह बसपा के राजू पाल से हार गया.
