Vijay Rupani did not fit in BJP's Gujarat plan. BJP is aiming towards the absolute majority and the party is not ready to accept anything less. There is so much pressure on the BJP to perform well in Gujarat that it is not in a position to take any risk with Rupani. Vijay Rupani did not even fit in the cast combination of Gujarat.
