The citizens of India are bound to follow the rules and regulations and rightly must obey all traffic rules and the same also applies to the people holding authoritative positions. In Katihar, an Additional District Magistrate(ADM) was caught on camera flouting traffic rules. He was riding pillion with a uniform clad personnel.
